A GREAT idea for filling ad space...
The AdCouncil which serves Public Service Announcements has a website where you can sign up and show their ads. Now you don't get paid, but you do get to show quality relevant ads on your website to fill space.
http://psacentral.adcouncil.org/psacentral/signon.do You can search through different ads and decide which ones you want to display. PERSONALLY I found them to be perfect for the footer section, they are all well designed ads.
